Why Ballarat Is One of the Strongest Regional Plays in Victoria Right Now

Most people drive through Ballarat on the way to somewhere else.

That is a mistake. Ballarat is not a stopover. It is Victoria’s largest inland regional city and the primary economic, employment and services capital of Western Victoria.

People hear regional and picture a town that survives on Melbourne’s overflow. Ballarat is the opposite of that.

Located approximately 110km west of Melbourne, Ballarat functions as both an independent regional economy and a strategic satellite to the capital. It does not depend solely on Melbourne for employment. It supports its own deep job base across health, manufacturing, education, government, logistics and professional services, while also benefiting from strong rail and road connectivity into the city.

That dual advantage: local employment plus capital city access is rare. And it materially reduces the economic risk that usually comes with regional investing.

Ballarat is home to approximately 121,050 residents. It supports 57,254 jobs and generates roughly $21.9 billion in annual economic output. That makes it one of the most economically productive regional cities in Australia.

If I was speaking with an investor today and they asked why Ballarat specifically, this is where I would start. Over the past decade, Ballarat has evolved from a historic regional centre into a high-output economic hub. Large-scale public and private capital has gone into hospitals, transport, manufacturing, education, stadiums and master-planned communities. That spending has structurally expanded the city’s employment base and its long-term growth capacity.

And importantly, while infrastructure spending and economic output have accelerated, many middle-ring suburbs remain affordable relative to Melbourne. That gap between fundamentals and pricing is exactly what supports continued growth.

Employment Is Spread, Not Concentrated

What Is Actually Being Built

Ballarat is supported by one of the larger regional infrastructure pipelines in Victoria, spanning health, transport, manufacturing, sport, education and housing.

Health:

The Ballarat Base Hospital Redevelopment is a $655 million project, now in its third and final construction stage. It will deliver a new multi-level tower, an expanded emergency department, additional inpatient beds and a new critical care floor. Completion is on track for 2027.

Transport and connectivity:

Ballarat sits on the Western Highway and the V/Line rail corridor, giving residents a direct line into Melbourne while maintaining a self-sufficient regional economy. Locally, the City of Ballarat continues to advocate for funding to complete the next stages of the Ballarat Link Road, including the Ballarat-Carngham Road upgrade and the Dyson Drive duplication, key projects for connecting the Ballarat West Growth Area to the rest of the city.

This is not one announcement. It is years of capital landing across health, transport, housing and industry at the same time.

What This Means for the Property Market

Ballarat has experienced tightening conditions across both sales and rental markets.

Vacancy remains consistently low. First-home buyer and upgrader demand has stayed strong. Interstate migration continues. And housing supply, while active, has remained moderate and controlled relative to demand.

Government workers, healthcare staff, teachers, construction workers and manufacturing employees create a tenant base that does not move with the economic cycle the way discretionary, tourism-led markets do.

Suburbs close to employment hubs and transport corridors continue to outperform the rest of the city. That is not unique to Ballarat, but it is amplified here because the employment hubs themselves are growing.

My Take

Ballarat is not a speculative regional town riding on one announcement or one mining cycle.

It is a fully functioning inland city with a $21.9 billion economy, more than 57,000 jobs, and a genuinely diversified employment base anchored by health, education, manufacturing and government.

For investors looking for stability first and growth second, Ballarat offers one of the stronger risk-adjusted regional profiles in Victoria. Because of its current state.
